GovCIO is seeking a highly skilled Senior Data Integration Engineer to support healthcare data interoperability efforts within the VA Program. This role is ideal for a technical expert with deep experience in Oracle SQL/PLSQL and Java, combined with a strong background in HL7 messaging and healthcare data exchange. The ideal candidate will be a self-driven engineer who thrives in a fast-paced, collaborative environment and can clearly communicate complex data issues to both technical and non-technical stakeholders. This position will be fully remote within the United States.. . Responsibilities. . . Design, implement, and maintain secure and scalable healthcare data integration solutions.. . Develop and optimize Oracle PL/SQL procedures and complex SQL queries for high-volume data . pipelines. .. . Build and maintain backend services using Java for HL7 parsing, data transformation, and system integration.. . Collaborate closely with business analysts, technical leaders, and security teams to ensure accurate and compliant data exchange.. . Interpret and transform HL7 v2/v3 messages to support EHR, lab, and clinical system interoperability.. . Develop and consume SOAP and RESTful web services using XML and other healthcare data formats.. . Support Agile development lifecycles using Jira and participate in sprint planning, daily stand-ups, and retrospectives.. . Deliver technical documentation and data findings in a clear and concise manner to both technical and business stakeholders.. . Maintain and manage . ETL. and orchestration tools as needed, supporting automated and scalable data pipelines.. . . . . Qualifications. . Required Skills and Experience:. . . 8+ years of experience in data integration, backend development, or healthcare IT.. . Bachelor's Degree or above in Computer Science or related field. A postgraduate qualification (e.g. MSc; or higher degree qualification in a relevant area) would be desirable. (or commensurate experience) . . Advanced expertise in Oracle SQL and PL/SQL – complex queries, stored procedures, performance tuning.. . Expert-level Java development experience – backend services, API integration, data processing.. . Hands-on experience with HL7 v2/v3 messaging standards – parsing, transforming, and mapping HL7 data.. . Proficiency with XML – parsing, validation, schema handling, and transformation.. . Experience with SOAP and RESTful API development and integration.. . Strong experience working in healthcare environments, including with EHR, lab systems, or payer data.. . Demonstrated ability to communicate complex technical topics clearly to technical and non-technical stakeholders.. . Strong documentation and presentation skills.. . Proven collaboration and stakeholder management skills.. . Advanced Excel skills – including pivot tables, formulas, and report generation.. . Good Communication skills. Potential hire will be in meetings with the leadership at least one or two times a week.. . . Preferred Skills and Experience:. . . Experience with ETL tools (Informatica, Talend, DataStage).. . Familiarity with data orchestration tools (e.g., Apache Airflow, Kafka).. . Working knowledge of Agile methodologies (Scrum, Kanban) and JIRA.. .
