Essential Functions. . Talent Acquisition. . . Lead and mentor the Talent Acquisition team, fostering a high-performance and collaborative culture.. . Partner with business leaders to align hiring plans with broader organizational goals and workforce planning needs.. . Develop and implement inclusive recruitment strategies to attract, engage, and hire top talent across departments and levels.. . Create a high-quality candidate experience that reinforces Lumos’s brand and values throughout the hiring journey.. . Leverage data to assess recruiting program effectiveness and adjust strategies based on insights and trends.. . Ensure all hiring practices comply with applicable laws and internal HR policies.. . . Learning & Development. . . Lead and mentor the Learning & Development team, promoting innovation, collaboration, and professional growth.. . Partner with business leaders to align learning solutions with organizational goals and employee development needs.. . Design and execute scalable talent development programs that address skill gaps and build long-term organizational capability.. . Develop and maintain a network of external training and development providers to ensure access to modern learning resources and methodologies.. . Leverage data to assess training program effectiveness and adjust strategies based on performance and engagement trends.. . Ensure all development practices comply with legal requirements and internal HR policies.. . . Knowledge, Skills, and Abilities Required . . . Demonstrated success leading both talent acquisition and learning & development functions in a high-growth, fast-paced environment.. . Track record of designing and implementing scalable recruitment and development strategies aligned with business goals.. . Proficient in Microsoft Office Suite, particularly Excel and PowerPoint; experience building reports, dashboards, and executive-level presentations.. . Comfortable using data to evaluate program impact, monitor trends, and drive continuous improvement across talent functions.. . Skilled in curriculum development, instructional design and adult learning theories. . Proficiency in ATS and LMS platforms; experience with Greenhouse, Absorb, PerformYard, or similar systems strongly preferred.. . Strong facilitation and coaching skills with experience designing and delivering engaging employee development programs.. . . Other Experience & Requirements . . . 5+ years of experience in learning and development. . 5+ years of experience in corporate talent acquisition. . Minimum of 3 years of experience managing cross-functional or multi-disciplinary HR/talent teams.. . Bachelor’s degree in Human Resources, Organizational Development, or a related field required; advanced degree a plus.. . Experience in the fiber, telecom, or technology industry preferred.. . Proven ability to lead strategic talent initiatives in fast-paced, growth-oriented environments.. . . Physical Requirements. . .
