Global Fishing Watch’s strategic priorities  focus on issues of illegal industrial fishing, biodiversity, and small-scale fisheries, and our teams engage with government actors across these domains — from within national ministries, regional fisheries management organisations, and within international, intergovernmental institutions such as the FAO.. . To strengthen our collective capacity for effective and strategic engagement, Global Fishing Watch seeks a training provider to design and deliver a Government Engagement Training program. The training is aimed at internal staff from across a range of teams within global programs. . . Project Description . . This training aims to expand a shared institutional capacity for proactive, trust-based engagement with governments and intergovernmental bodies. After the training the participants should be able to:. . . Understand how policy and decision-making processes function at national, regional, and international levels.. . Recognize how to engage proactively and strategically — by identifying opportunities, building credibility, and developing trusted relationships over time.. . Recognize the difference between legitimate engagement and lobbying, in compliance with U.S. statutory requirements for non-profit organizations.. . Apply institutional and systemic approaches to engagement — being aware of organizational positions, ensuring alignment, coordination, and consistency across Global Fishing Watch.. . Identify and troubleshoot internal and external barriers to effective engagement and how to pivot when necessary.. . Evaluate the effectiveness of engagement and use reflection tools to improve future engagement.. . Communicate data, research, and evidence clearly and persuasively to government audiences.. . Training should draw, where relevant, on examples and dynamics from ocean governance, industrial fishing, biodiversity conservation, and small-scale fisheries.. . Experiences and achievements should be shared with colleagues to assist with advocacy outside of the country. . . . Scope of Work. . The selected provider will:. . . Design and deliver a tailored, interactive training program combining conceptual and applied learning.. . Deliver at least four (4) live virtual sessions across different time zones, ensuring global participation.. . Integrate content that covers:. . . The landscape of government — structures, functions, and entry points at national, regional, and international levels.. . Proactive and trust-based engagement — building credibility, timing interventions, and sustaining relationships.. . Institutional engagement frameworks — coordination across teams, shared messaging, and organizational consistency.. . Engagement barriers — understanding and overcoming internal (e.g., coordination, resourcing, confidence) and external (e.g., political context, access) challenges.. . Evaluating effectiveness — using outcome mapping, reflection frameworks, and qualitative indicators to assess engagement impact.. . Ethical boundaries and compliance — distinguishing between engagement and lobbying under U.S. statutory requirements for non-profit organizations.. . Communicating with policy audiences — making evidence relevant and accessible.. . . Include interactive exercises, scenario-based discussions, and reflection activities that draw on real or hypothetical GFW examples, ideally within the fisheries and ocean governance space.. . Provide training materials, resources, and evaluation tools for ongoing internal use.. . Deliver a short post-training report summarizing participation, feedback, and recommendations.. . Expected Deliverables. . . Finalized training design and agenda.. . All supporting materials (slides, facilitator notes, exercises, evaluation templates).. . Delivery of . a minimum of four live virtual sessions (approximately half a day each). across time zones (including Asia Pacific, West Africa, LATAM, Europe).. . A short consultation for leadership on embedding and sustaining institutional engagement practices.. . Post-training report with analysis of engagement barriers, participant feedback, and recommendations. This should include a presentation of the report to the team. . . . Coordination and Reporting. . The consultant will work in close coordination with the Global Fishing Watch Global Program Team, ensuring regular communication and active participation in scheduled check-in meetings throughout the consultancy period.
