The Executive Head of Enterprise Risk Management (ERM) is a senior leadership role responsible for developing, implementing, overseeing and continuously improving the Association’s comprehensive Enterprise Risk Management program. This involves identifying, assessing, mitigating and monitoring a wide range of risks that could impact the Association’s strategic objectives, operations, reputation, and financial stability. This role is also responsible for building and managing the ERM department itself, establishing its structure, policies, and procedures. This position will work closely with the Association’s senior leaders to identify, assess, respond to, measure, monitor and communicate key business risks and opportunities. . . KEY RESPONSIBILITIES:. Strategic Risk Leadership:. Design and maintain the Association’s risk management strategy, ensuring alignment with business objectives and regulatory expectations.. Drive second line strategy for risk assessment and alignment.. Serve as a trusted advisor to the Executive Team and Board on risk exposures, trends, and mitigation strategies.. Work directly and cooperatively with all three lines of responsibility to ensure that the scope and frequency of risk assurance reviews are appropriate to the Association’s risk profile.. Ensure integration of risk appetite and risk culture into strategic planning, operations and performance monitoring and support leadership across the Association with the appropriate articulation of the risk appetite.. Drive continuous improvement of the Association’s risk management practices, commensurate with its size and complexity.. Collaborate with leaders at other Farm Credit organizations to evaluate emerging risks, new initiatives and material changes, as well as assist with System initiatives as needed.. Champion a strong risk culture across the organization, embedding risk awareness into decision-making and performance management.. Partner with Strategy, Finance and Capital Planning Teams to integrate risk insights into strategic decision making, capital adequacy assessments and enterprise stress testing.. Building & Managing the ERM Department:. Build, lead and mentor a high performing risk management team with deep expertise across risk domains.. Provide support to all business functions as it pertains to their specific risk management efforts, including model risk, third party risk, cybersecurity risk, ESG risk initiatives and other risk initiatives that make up the broader ERM portfolio.. Oversee the Association’s crisis management and business continuity frameworks to ensure preparedness for operational disruptions and systemic events. Communicate with Senior Leaders, the Executive Team and Board of Directors.. ERM Risk Identification, Assessment & Quantification:. Develop and mature the operational risk management framework, capabilities and activities.. Design and conduct comprehensive risk assessments to ensure that all existing and emerging risks are appropriately identified, prioritized, and managed.. Monitor and leverage the Association’s GRC tool to ensure its framework remains appropriate to drive strategic risk management and ensure overall resilience.. Actively collaborate with cross-functional teams in risk assessment workshops.. Establish risk measurement tools and key risk indicators.. Monitor emerging risks, including cyber threats, fintech innovations, and macroeconomic shifts.. Identify and assess interdependence between highly correlated risks.. Mature and build out an appropriate third-party risk management framework.. Develop and oversee enterprise-wide scenario analysis and stress testing frameworks to evaluate the impact of adverse events on financial and operational resilience.. ERM Risk Monitoring & Reporting:. Oversee the development and maintenance of management and Board-level risk reporting to support appropriate business and strategic decisions, including an appropriate process for the timely escalation of key risk issues and exceptions to risk appetite.. Develop appropriate operational risk management aggregate reporting capabilities. Support the Association’s Risk Sub-Committees as needed and participate as an active member of the Association’s Operational Risk Committee and Governance & Risk Committee.1LOR & 2LOR Alignment:. Guide business functions in embedding risk management into day-to-day operations.. Regulatory Compliance, External Engagement & Governance:. Ensure that appropriate policies, procedures, systems and controls are in place to mitigate unwanted risk and to enable the measurement and quantification of risks across the Association.. Collaborate with Internal Audit, Compliance, and Legal teams as well as the senior and executive leaders of the Association to ensure compliance with FCA and other regulations.. Maintain and evolve the Association’s risk appetite framework, policies, and governance structures.. Engage with rating agencies, industry groups, and peer institutions to benchmark practices and represent the Association’s risk posture externally. Develop and maintain strong relationships with regulators, external auditors and other third parties, as appropriate, to ensure support and responsiveness for risk related inquiries. . Expert knowledge and thorough understanding of Enterprise Risk Management frameworks (e.g., COSO) risk management processes, risk appetite statements, key risk measures/indicators (leading vs. lagging), risk assessment, and review.. Strong business acumen with very high attention to detail and level of accuracy.. Prior experience designing and executing enterprise risk assessments.
