
Consultant - Monitoring, Evaluation and Learning at International Water Management Institute. The International Water Management Institute (IWMI) is implementing a portfolio of initiatives under the FCDO-funded MENA Resilience Programme, designed to address water security, climate risks, and social vulnerability across the region. Key projects include Al Murunah, which focuses on piloting nature-based water solutions that strengthen household water resilience and improve livelihoods across fragile contexts; Al Murunah+, an expansion of the core program that integrates gender-based violence (GBV) prevention and household-level economic interventions, supporting more inclusive climate adaptation; Jahez, a newer initiative emphasizing access to and use of climate risk information for risk reduction and anticipatory action, with a focus on applying community-led nature-based solutions in areas exposed to natural hazards; Wigayah, recently approved, strengthens systems for anticipatory climate action and resilience-building, particularly in vulnerable and conflict-prone environments; and the Water Resilience Tracker (WRT), aimed at catalyzing water resilience to inform policy dialogue and national planning processes.. Together, these initiatives form a coherent programmatic platform for advancing inclusive, climate-resilient development across the MENA region.. The FCDO-funded initiatives outlined above require dedicated and sustained Monitoring, Evaluation, and Learning (MEL) support to uphold standards of delivery, compliance, data integrity, adaptive learning, and strategic reporting across multiple countries and partners. Given the scope and complexity of this portfolio, IWMI would like to engage a MEL Officer Consultant to provide targeted technical and operational assistance to the MEL Lead. This support will be critical in ensuring the continuity, timeliness, and quality of MEL functions, especially during periods of intensive reporting, partner coordination, and evolving programmatic demands.. SCOPE OF WORK:. 1. . . MEL System Implementation and Coordination:. . Assist with the implementation and periodic refinement of the MEL framework, data collection tools, data flow maps, and quality assurance processes.. . Support in updating and maintaining MEL platforms (e.g., SharePoint, MEL database, Power BI, dashboards).. . Assist in the automation of data collection processes using platforms like CommCare, Kobo Toolbox, and others.. . . 2. . . Reporting and Documentation:. . Follow up with implementing partners to ensure timely data submission with all required documentation/validation.. . Contribute to the preparation of quarterly and annual donor reports, with a focus on aggregation and visualization of indicator data, including narrative summaries.. . Organize and file MEL data and information to ensure transparency and traceability at the project and partner level.. . Support knowledge management and documentation for learning and communications products.. . . 3. Partner Support and Capacity Building:. . Attend MEL coordination meetings with implementing partners; provide Arabic language and contextual interpretation where needed.. . Review and help adapt M&E templates and tools to local contexts, ensuring alignment with IWMI MEL requirements.. . Assist in capacity building, including mentoring M&E partner staff on MEL systems development, data quality assurance, data analysis, and visualization.. . 4. Partner Support and Capacity Building:. . Support the documentation of learning events, reflection sessions, and pause-and-reflect workshops.. . Contribute to the development of MEL inputs for sustainability planning and cross-project learning processes.. . 5. Institutional Coordination:. . Work with IWMI HQ MEL, IT/Data teams, and Knowledge Management colleagues to align project MEL work with institutional platforms and systems.. . Assist in the preparation of data and documentation needed to periodically update the IWMI MEL platform.. . Liaise with project administrators and operations staff to coordinate MEL logistics, procurement, and reporting timelines.. . EDUCATIONAL QUALIFICATIONS, EXPERIENCE & SKILLS REQUIRED:. Essential:. . Bachelor’s degree (or higher) in Monitoring & Evaluation, Development Studies, Environmental Science, or a relevant field.. . Minimum of 5 years of professional experience in MEL, preferably within international development projects.. . Strong skills in data management, reporting, and results tracking, including familiarity with FCDO Key Performance Indicators (KPIs).. . Fluency in written and spoken English and Arabic.. . Experience supporting multi-country programs with remote supervision.. . Experience with mobile data collection platforms (e.g., CommCare, Kobo Toolbox) and dashboard creation for real-time reporting.. . Experience working with implementing partners, including mentoring partner M&E staff on data collection, analysis, and tool adaptation.. . Excellent interpersonal and intercultural communication skills, particularly in managing multi-country portfolios remotely.. . Desirable:. . Prior MEL work in sectors such as water resource management, climate change adaptation, agriculture, or nature-based solutions.. .
