The CSS Specialist serves as a senior-level strategic partner to USAID B/IO leadership. The CSS Specialist provides expert consultative services across staffing, position management, organizational development, and workforce planning. This role ensures alignment between Agency mission goals and human capital strategies. The incumbent works proactively with senior leadership to develop and implement integrated HR solutions, interpret complex regulations, and lead initiatives to strengthen organizational structure, recruitment, and performance.. Responsibilities:. Strategic HR Consulting & Partnership. . Serve as a trusted HR advisor to Agency leadership and staff on recruitment, classification, organizational design, and position management.. . Provide expert interpretation and guidance on OPM, 5 CFR, and USAID HR policies, helping managers navigate complex personnel issues.. . Develop short- and long-range staffing plans aligned with strategic workforce goals.. . Influence and coach management on change initiatives, organizational effectiveness, and talent optimization.. . Position & Organization Structure Development. . Recommend improvements to position descriptions and structures to support Agency mission and program efficiency.. . Provide consultative services on reorganization, realignment, and consolidation of functions to optimize staffing resources.. . Collaborate with classification specialists and managers to ensure accurate job design and alignment with organizational needs.. . Process Improvement & Policy Interpretation. . Identify gaps in HR processes and policies; develop actionable solutions to improve service delivery and efficiency.. . Draft or revise standard operating procedures (SOPs), HR policy guidance, and internal documentation to support consistency and compliance.. . Communicate and negotiate HR solutions in high-stakes or ambiguous policy environments, ensuring stakeholder buy-in.. . Location:. Remote, must be willing and able to be on-site in VA on a regular basis. . Education: Bachelor’s degree in Human Resources, Public Administration, Business, or related field.. . Minimum of 6–8 years of progressively responsible federal HR experience.. . Expertise in staffing, classification, and organizational advisory services.. . Familiarity with Title 5 CFR, FAM, and OPM pay-setting and personnel action guidance.. . Strong consulting, communication, and stakeholder engagement skills.. . Ability to develop workforce strategies and analyze HR data trends.. . Skilled in using HR systems such as HRConnect, USA Staffing, and NFC tools.. . Preferred Qualifications:. USAID experience or experience in foreign affairs agencies.. Training or certification in organizational development, classification, or federal staffing (e.g., DEU certification)..
