The objective of this contract is to provide senior-level advisory services to the USAID Human Resources Director in support of the agency’s strategic wind-down. The Senior Advisors will leverage deep institutional knowledge of USAID and the Department of State to guide the implementation of critical foreign service personnel actions—including severance, retirements, and staff transitions—while ensuring compliance with U.S. Government regulations and facilitating coordination with interagency partners.  The incumbent supports the administration of the federal Electronic Official Personnel Folder (eOPF) records management program. As an internal consultant, the incumbent provides subject matter expertise in improving and maintaining eOPF records and oversees office control systems to manage the access, arrangement, and use of eOPFs and Employee Performance Files (EPFs). The position also leads quality assurance (QA) reviews of these personnel files.. . Responsibilities:. Personnel Records Management (80%). . Maintain compliance with federal records regulations (e.g., OPM Guide to Personnel Recordkeeping, Privacy Act, NARA).. . Safeguard and control access to employee personnel records.. . Merge and audit OPFs, review for completeness, proper filing, and unauthorized content.. . Conduct case file audits, quality control reviews, and request records from other agencies.. . Scan and index documents into the eOPF, ensuring accuracy and legibility.. . Validate onboarding documentation in eOPFs.. . Reconstruct missing or destroyed OPFs using authoritative guidance.. . Review separation actions and ensure timely and accurate disposition of records.. . Calculate Service Computation Dates (SCD) when applicable.. . Case File Management and Reporting (20%). . Provide documentation for Agreed-Upon Procedures (AUP) and GMRA audits.. . Respond to SF-75 requests from other federal agencies.. . Contribute to agency-wide records process improvement initiatives, including drafting SOPs and revising policies.. . . Other Duties:. Performs other duties as assigned, consistent with the role.. Location:. Remote, must be willing and able to be on-site in VA on a regular basis. Program Management experience . 3 to 5 years of experience implementing and developing processes and procedures for a high-functioning organization. . Experience using quantitative and qualitative data to support organizational goals. . Experience researching policies, regulations, or laws related to organizational goals. . Excellent written and verbal communication skills. . Demonstrated ability to meet deadlines, manage competing priorities, handle stress, and deliver professional results. . Strong organizational skills and attention to detail. . Self-motivated with minimal oversight. . Strong computer skills including use of word programs, spreadsheets, presentation slides, cloud-based shared drives, etc. . Company Location: United States.
