Department: . Japan Programme Lead. Level: . 3. Purpose:. The Senior Policy Manager will lead the policy development and engagement efforts for the delivery of a three-year initiative advancing climate action in Japan and Indonesia. A focus will be driving senior-level government engagement in Japan to advance Climate Bonds’ rapid energy transition aims as well as exploring levers to accelerate the transition in the broader region.  . Duties and responsibilities:. Policy leadership, delivery and advisory.  . Act as CBI’s lead representative for the project on policy matters, demonstrating expertise and in-depth understanding of topics such as energy, manufacturing and economic transition and its financing, sustainable finance regulations and climate policies. . Contribute to the design and dissemination of policy positions, products and technical materials relevant to the project’s transition agenda. . Understand, identify and pursue relevant opportunities within the Japanese policy-making process. . Provide advisory support to relevant domestic institutions on aligning finance and investment with net-zero pathways. . Support the broader organisation in understanding the Japanese, and regional, policy context and how it interacts with broader CBI work, with possible synergies. . Work with other CBI teams on the above.  . Project leadership and delivery  . Serve as lead for the project, ensuring strategic alignment with organisational objectives. . Ensure delivery of project milestones, including delivery of project reports  . Work with CBI technical and production teams to ensure quality of policy deliverables. . Proactively coordinating across internal policy stakeholders to ensure strategic alignment, consistency, and high-quality delivery. . Stakeholder Engagement . Support the development and implementation of a comprehensive stakeholder engagement strategy to promote transition finance in Japan and Indonesia. . Coordinate with Region Lead on stakeholder engagement . Build and maintain strong networks of stakeholders across governments, regulators, financial institutions, and industry bodies (e.g. METI, MoE, JFSA, JICA) . Convene dialogues, roundtables, and consultations with government, regulators, and private sector actors to foster alignment and build consensus. . Monitoring, Evaluation, and Learning (MEL) . Work with the Global MEL Lead to deliver MEL framework.  . Support learning reviews, donor reporting and contribute to cross-regional and global knowledge sharing. . Representation & Advocacy . Represent CBI at high-level national & international events, conferences & fora. . Act as a spokesperson for CBI’s policy agenda in Japan. . Essential:. In-depth knowledge and experience of Japan’s energy, finance, and industry policy landscape. . Native-level Japanese language skills and strong fluency in English, including strong writing skills. . Capacity to quickly establish a network with key government and financial stakeholders (e.g., METI, MoE, JFSA, JICA). . Extensive experience of the Japanese policy-making process, with proven ability to identify and leverage influential points of engagement. . Strong track record of policy development, advocacy, or advisory roles in climate, finance, or energy. . Experience of representing an organisation in high-level policy or public forums. . Proven ability to act as a senior policy lead or project sponsor, overseeing complex projects. . Excellent interpersonal and communication skills, with the ability to operate in cross-cultural environments. Desirable:. Experience in climate finance, transition pathways, or policy advocacy in international settings. . Familiarity with donor reporting, grant compliance, and multi-year programme delivery. . Awareness of international climate policy processes. . Master’s degree in public policy, economics, finance, environmental studies, or related and relevant fields . Company Location: Japan.
