We are seeking a Director, Compliance Program & Strategy who will be a key contributor to the further advancement of the adequacy and maturity of the Organizations’ compliance framework and controls, including AML/ATF and (Economic) sanctions compliance (collectively “financial crimes compliance”) and obligations under the Retail Payment Activities Act (“RPAA”). The role will support the VP, Compliance & CAMLO in keeping the Organisations safe and sound through the design, implementation and operationalization of effective control environments. A key focus of the Director, Compliance Program & Strategy is to develop and write adequate Policies and Standards, define new and review and optimize existing processes and cooperate with stakeholders across the Organizations’ to ensure that the control environments are suitable, achievable and defensible. This position further ensures that a comprehensive financial crimes risk assessment methodology is designed, implemented and operationalized in accordance with the Organizations’ business models and risk appetites. . What will you do?. Compliance Program Transformation . . Defines, in coordination with the VP, Compliance & CAMLO, a strategic roadmap with the objective to further mature compliance with the Proceeds of Crime (Money Laundering) and Terrorist Financing Act, accompanying regulations,  RPAA, regulatory guidance/expectations and industry standards; and. . Conceptualizes, writes and reviews internal compliance frameworks with the objective to improve control effectiveness, mitigate risk and boost efficiency;. . Sustainment & Continuous Improvement. . Conducts periodic/trigger-based reviews of compliance frameworks with the objective to determine whether they still meet their defined purposes or require maintenance;. . Suggests and drafts improvements to VP, Compliance & CAMLO to ensure continued compliance with relevant legislative/regulatory requirements;. . Implements and applies a suitable horizon scanning approach to continuously track updates to relevant frameworks, e.g. PCMLTFA, RPAA, informs the VP, Compliance & CAMLO about changes relevant to the Organizations’ business model and authors impact assessments;. . In cooperation with the VP, Compliance & CAMLO, conceptualizes, implements and maintains a suitable Management Information System with the intent to inform BoD, Executive Team and relevant stakeholders of control execution; and. . Conceptualizes Key Performance Indicators (“KPIs”) adequate to enable BoD, Executive Team and relevant stakeholders to fulfil their respective oversight mandates. . Strategy. . Supports the VP, Compliance & CAMLO in continued collaboration with BoD and Executive Management on the definition of 2LOD strategy, priorities and goals;. . Assists with conceptualizing and implementation of a comprehensive New Initiatives Risk Assessment Methodology to ensure stakeholders throughout the Organizations understand risks associated with expansion into new verticals, markets or new product/service offerings;. . Works closely with 1LOD stakeholders on the implementation of change management initiatives and provides advice and counsel as required; and. . Develops training, communications, and governance plans related to change management initiatives and shepherds adoption across 1LOD/2LOD as required.. . Risk Assessment. . Develops, implement, and maintains an AML/ATF Risk Assessment Methodology compliant with PCMLTFA and accompanying regulations requirements and industry standards;. . Conducts and documents AML/ATF Risk Assessment as required pursuant AML/ATF Risk Assessment Methodology; and. . Cooperates with Director AML FIU and High-Risk Customer Management to ensure Enhanced Due Diligence is adequate in light of AML/ATF Risk Assessment for High-Risk Customers;. . Stakeholder Collaboration. . Builds and maintains strong professional relationships with internal stakeholders, e.g. Sales, Customer Onboarding, Compliance & Risk, and Risk Engineering  to ensure 2LOD requirements are well understood, communicated and embedded into corporate strategy, product development, and business processes; and. . Monitors changes in legislation, FINTRAC guidance, and industry best practices; translates these changes into actionable updates to Policies, Standards, Procedures, and system configurations.. . Team Development. . Acts as Subject Matter Expert and provides mentoring, and training to Compliance Team members, fostering a culture of accountability and continuous improvement;. . Develops and delivers targeted training programs; and. . Performs other duties and assists with initiatives assigned by the VP, Compliance & CAMLO.. . What we are looking for:. . Degree in Law, Business Administration, Finance, or a related field;. . JD, LLM is preferred. . CAMS, equivalent certification is considered an asset;. . Minimum of 8-10 years in AML/compliance roles within financial services; ≥5 years leading transformation initiatives;. . Experience in the payments space is a strong asset.. .
