The objective of this contract is to provide senior-level advisory services to the USAID Human Resources Director in support of the agency’s strategic wind-down. The Senior Advisors will leverage deep institutional knowledge of USAID and the Department of State to guide the implementation of critical foreign service personnel actions—including severance, retirements, and staff transitions—while ensuring compliance with U.S. Government regulations and facilitating coordination with interagency partners. . The Equal Opportunity Specialist: will divide responsibilities between formal and informal EEO complaint work. The position includes conducting EEO counseling, intake, and resolution efforts in the informal stage, as well as supporting the investigation and processing of formal complaints in accordance with MD-110 requirements. This dual focus ensures a balanced approach to early dispute resolution while supporting agency compliance in formal proceedings. . Responsibilities:. . . Informal Complaint Management. . . . Serve as the first point of contact for employees and applicants raising discrimination concerns. . . Conduct EEO counseling, intake interviews, and early resolution efforts, ensuring timeliness and compliance with MD-110. . . Prepare counseling reports and closure documentation. . . . . Formal Complaint Support. . . . Assist with the intake, investigation, and tracking of formal EEO complaints. . . Gather evidence, identify witnesses, and prepare investigative file components. . . Draft portions of investigative reports under senior specialist supervision. . . . . Program Support and Reporting. . . . Maintain case management records for both informal and formal complaints. . . Assist in preparing data for the annual 462 Report and other reporting requirements. . . Provide feedback to leadership on trends and possible process improvements. . . . Location:. Remote, must be willing and able to be on-site in VA/DMV as needed.. . Education:. Bachelor’s degree in Human Resources, Public Administration, Law, or related field required; advanced degree preferred. . . . Experience:. . . . Minimum of 8 years of progressively responsible HR, EEO, or related experience, including direct management of reasonable accommodation cases in the federal sector. . . Strong knowledge of the Rehabilitation Act, ADA, and related federal EEO laws, policies, and regulations. . . Demonstrated experience coordinating across multiple offices and managing confidential, sensitive information. . . . . Skills and Abilities:. . . . Excellent analytical and problem-solving skills. . . Strong interpersonal and communication abilities, including the capacity to handle sensitive conversations with tact. . .
