The objective of this contract is to provide senior-level advisory services to the USAID Human Resources Director in support of the agency’s strategic wind-down. The Senior Advisors will leverage deep institutional knowledge of USAID and the Department of State to guide the implementation of critical foreign service personnel actions—including severance, retirements, and staff transitions—while ensuring compliance with U.S. Government regulations and facilitating coordination with interagency partners. . The Office of the Executive Secretariat (ES) at USAID serves as the primary coordination and communications hub for the Office of the Administrator (A/AID). It is the authoritative conduit for internal USAID communications and external coordination with key entities such as the White House, the National Security Council, the Department of State, and other federal agencies. The Management & Program Analyst plays a critical role within this structure by providing essential administrative, human resources, and program support services. . Responsibilities:. Administrative Services Program Management. . Advises on the development and implementation of administrative policies that support major Agency functions.. . Reviews and applies USAID and government-wide directives to support compliance through effective internal control systems.. . Conducts studies and provides recommendations to identify organizational inefficiencies and develop methods to improve performance in alignment with programmatic goals.. . Provides advisory guidance to managers and supervisors on a wide range of administrative activities and recommends enhancements to internal policies and procedures based on evaluations.. . Serves as a liaison to USAID’s Office of Human Capital and Talent Management (HCTM).. . Provides advisory services and technical guidance on complex human resource matters, including position management, recruitment, performance evaluation, employee recognition, and professional development.. . Coordinates internal HR processes and recommends updates to talent management policies to support organizational performance and employee development.. . Manages coordination of operational support services necessary for efficient office functionality, including IT hardware and software, telecommunications, equipment, and office supplies.. . Coordinates with office support units to facilitate effective service delivery and resource management.. . Tracks and analyzes financial documents such as budget obligations, expenditure projections, and interagency or multi-year funding sources to support accuracy and compliance.. . Supports planning and management of office relocations and facility upgrades, including logistics coordination and infrastructure requirements.. .
