The objective of this contract is to provide senior-level advisory services to the USAID Human Resources Director in support of the agency’s strategic wind-down. The Senior Advisors will leverage deep institutional knowledge of USAID and the Department of State to guide the implementation of critical foreign service personnel actions—including severance, retirements, and staff transitions—while ensuring compliance with U.S. Government regulations and facilitating coordination with interagency partners. . The Special Cases Coordinator will manage these highly sensitive HR matters—ranging from employees with special medical considerations eligible for RIF extensions, to those affected by anomalous health incidents, to grievance and performance management processes—ensuring compliance with law, regulation, and agency policy while safeguarding individual privacy and rights.. . Responsibilities:. Sensitive Case Management. . Manage individual RIF extension requests related to medical or other exceptional circumstances, ensuring compliance with applicable laws, OPM guidance, and agency policies.. . Handle cases involving anomalous health incidents (AHI), coordinating with appropriate medical, security, and HR offices to ensure thorough review, accurate documentation, and compliant resolution.. . Serve as the primary point of contact for designated “special case” matters, maintaining strict confidentiality and professionalism.. . Grievance and Employee Relations Support. . Provide organizational, research, and coordination support for formal and informal grievance casework in collaboration with the Employee & Labor Relations (ELR) team.. . Maintain case tracking systems to ensure timely and complete processing of grievance files.. . Prepare summaries, timelines, and documentation for leadership review.. . Performance Management Support. . Support ongoing performance management activities from an HR policy perspective, including developing annual performance review processes, as needed, and policy interpretation.. . Assist in aligning performance management practices with the agency’s reduced operational footprint and transition priorities.. . Research, Documentation, and Policy Coordination. . Research applicable laws, policies, and precedents to inform decisions and recommendations.. . Draft correspondence, briefing materials, and decision memos related to sensitive HR cases.. . Coordinate with internal stakeholders (e.g., Office of General Counsel, Security, Medical, and State Department HR counterparts) to ensure timely resolution of cases.. . Case Tracking and Reporting. . Maintain secure and accurate records of all special cases in accordance with federal records management requirements.. . Provide regular updates and metrics to the Senior Advisor and Coordinator, External Relations, on case status, trends, and potential policy issues.. . Bachelor’s degree in Human Resources, Public Administration, Law, or related field required; advanced degree preferred.. . Minimum of 10 years of progressively responsible HR or related experience, including at least 5 years managing sensitive or complex personnel cases.. . Experience with federal RIF procedures, grievance casework, performance management systems, and HR policy interpretation.. . Demonstrated experience handling cases involving personally identifiable information, including medical information.. . Exceptional discretion, judgment, and tact.. .
