The UAS Specialist will provide short-term and specialist advisory support to the project by conducting a short scoping mission in Amman, Jordan, to understand existing (unarmed) UAS capabilities within a particular GoJ department and develop recommendations for improving those capabilities. The role requires a flexible approach and an ability to develop recommendations that are aligned with the realities of the institutional and operational environment. . What you'll be doing. . Conduct a 1-week long scoping mission to Amman, Jordan to learn how a particular GoJ department currently uses UAS, developing an understanding of, inter alia, state of existing hardware, software and human assets; barriers and enablers to UAS usage; training and maintenance capabilities; policies and standard operating procedures (SOPs); governing legislation; and requirements and nature of engagement and interoperability with other GoJ departments involved in deploying or overseeing UAS.. . As part of the 1-week long scoping mission, through meetings and/or workshops with GoJ officials, develop an understanding of the operational requirements and aspirations of the particular GoJ department and explore how UAS might support meeting these requirements and aspirations.. . Deliver an in-country key findings presentation/hot debrief with a questions and answer session to ARK team members and/or GoJ officials at the end of the 1-week long scoping mission.. . Based on information collected in the scoping mission, conduct an analysis, including light-touch market research where needed, to develop a range of graded and roughly-costed potential solutions that are realistic given the Jordan context (broad cost brackets are acceptable).. . Draft a short report (around 10 pages) including findings, operational requirements, risks, and UAS capability development recommendations including graded and roughly-costed potential solutions. The report may include technical information in Annexes. The report must include an Executive Summary (this will be translated into Arabic by ARK for submission to the GoJ department). . . Essential . . Expert knowledge of UAS applications in law enforcement and/or military operations.. . Expert knowledge of Intelligence, Surveillance and Reconnaissance (ISR) requirements and approaches for data integration/fusion and analysis.. . Expert knowledge of the process of integrating or developing UAS capabilities within government departments, including procurement, creating SOPs, policies, training, etc. . . Up-to-date understanding of the UAS market/supplier base and technology trends.. . Experience conducting scoping studies and writing scoping reports.. . Advanced computer literacy/skills.. . Full professional fluency in written and spoken English. . . . Desirable  . . Master’s degree in a relevant technical subject e.g., engineering, computer programming, etc.. . Experience working in law enforcement or military contexts.. . Experience working in fragile, conflict-affected environments.. . Experience working in developing and/or lower capability environments.. . Experience working in the Middle East, and Jordan in particular.. . An understanding of Arabic. . . Company Location: Jordan.
