Directs and supervises the processing of all separation actions for Civil Service and Foreign Service employees, ensuring timely and accurate submission in accordance with federal HR regulations.. . Oversees final Service Computation Date (SCD) audits and corrections for retirement eligibility and severance eligibility calculations.. . Leads a team performing critical data integrity checks and corrections across HR systems to ensure clean personnel records prior to archival.. . Manages all USA Staffing cleanup operations, ensuring vacancy records are properly closed, selections finalized, and audit files prepared for OPM review.. . Coordinates final payout actions with Payroll and the National Finance Center (NFC), including last pay, lump-sum leave payouts, severance actions, and benefits adjustments.. . Coordinates Tier 2 and Tier 3 service request responses related to data corrections, separations, and final SF-50.. . Reviews SINQ and Mismatch reports to proactively identify and address discrepancies in pay-affecting personnel actions.. . Ensures processing compliance through final QA reviews of personnel actions.. . Manages preparation of separation packets, final personnel folders, and electronic OPF submissions to OPM or agency repositories.. . Supports audit preparation and response activities by ensuring complete and accurate documentation of separation actions, SCD verifications, and data correction logs.. . Provides technical guidance to senior HR officials and leadership on federal personnel policies related to separation authorities, retirement, severance, and pay entitlements.. . Location:. Remote, must be willing and able to be on-site in VA on a regular basis. . A Bachelor's degree in Public Administration, Human Resources, Information Systems, Business Administration, or a related field is required, or relevant professional experience may be substituted in lieu of a degree.. . Minimum of seven (7) years of progressively responsible experience in federal human resources, with a focus on personnel action processing, data corrections, payroll coordination, or records management.. . Experience processing foreign service personnel actions.. . Experience supervising or leading HR operations teams involved in mass separations, RIFs, or agency drawdown activities.. . Demonstrated expertise in HR systems such as USA Staffing, NFC, HRConnect, eOPF, ServiceNow HRSD, and federal HR data audit/reporting tools (e.g., SINQ, Mismatch).. . Direct experience with SCD reconciliation, final pay coordination, and separation-related processing is strongly preferred.. . Proven ability to manage and resolve high-volume Tier 2/3 HR inquiries, including complex policy interpretation and service recovery.. . Experience overseeing contractors and staff during a transition or closure environment is desirable.. . Strong leadership, coaching, and supervisory skills with demonstrated experience managing multidisciplinary teams.. . Advanced working knowledge of federal personnel policies and HR data systems.. . Ability to interpret and apply OPM, NFC, and Treasury guidance to complex and sensitive separation processing scenarios.. . Exceptional communication skills—both written and oral—capable of drafting policy guidance, staff advisories, and technical documentation.. .
